In line with the directives issued by the Supreme Court of India, the Bihar State Legal Services Authority (BSLSA) convened a comprehensive meeting on April 23, 2024.

The gathering brought together Jail Superintendents from Central, District, and Sub-Jails across the state with the primary aim of ensuring the prompt execution of bail grants, as mandated in the Miscellaneous Application No. 344/2024 in Crl.A. No. 630/2024 titled “Laxman Ram Versus State Of Bihar“. The Apex Court’s directions emphasized the need for meetings to be held by Member Secretaries of State Legal Services Authorities with Jail Superintendents to ensure timely implementation of bail orders.

Ms. Shilpee Soniraj, Member Secretary of BSLSA, stressed the importance of effectively implementing FASTER (Fast and Secured Transmission of Electronic Records) and adhering to timelines outlined in the Standard Operating Procedure (SOP) for the Faster Cell.

During the session, Ms. Namita Jha, the Nodal Officer for FASTER from the Inspectorate of Prisons and Correctional Services, Government of Bihar, presented a detailed overview of the SOP for the FASTER Cell, addressing various aspects comprehensively. The interactive nature of the session allowed for resolving practical issues encountered during implementation.

Ms. Dhriti Jasleen Sharma, Joint Secretary of BSLSA, provided further insights into the E-prisons portal, highlighting its significance for “Data for Legal Aid” and explaining directives and guidelines relevant to Jails and State/District Legal Services Authorities (SLSA/DLSAs).

The meeting was skillfully moderated by Ms. Neha Niharika, Assistant Registrar of BSLSA, ensuring smooth discussions throughout.

Overall, the meeting served as a platform for robust deliberations aimed at enhancing the efficiency of legal processes within the prison system, aligning with the directives of the Hon’ble Supreme Court of India.
