Uttarakhand Uniform Civil Code (UCC) Bill – Historic Legislation Passed, Mandates Registration of Live-In Relationships
In a significant development, the Uttarakhand Uniform Civil Code (UCC) Bill, 2024 has received approval from President of India, Droupadi Murmu.
This follows the establishment of a committee by the Uttarakhand Government led by Pushkar Singh Dhami in 2022, tasked with drafting the UCC. The committee, chaired by retired Supreme Court Judge Ranjana Prakash Desai and comprising five members, submitted its recommendations to the Chief Minister.

Shortly after the State Cabinet endorsed the final draft, the Bill was introduced in the Uttarakhand Assembly on February 6 and passed the next day, February 7.
On February 28, the Bill received the nod from the State Lieutenant Governor and was sent for the President’s assent.
The law encompasses several crucial provisions, including compulsory registration of live-in relationships, stipulations for contract marriages, prohibition of halala, iddat, and polygamy, as well as equal inheritance rights for both genders. It applies not only to residents of Uttarakhand but also to those residing outside the state’s borders, with the exception of Scheduled Tribes.
A noteworthy change introduced by the Act is the requirement for individuals involved in live-in relationships (who are residents of Uttarakhand) to register their union with a Registrar within one month of its commencement. Failure to comply may result in penalties such as imprisonment, fines, or both.
The state government is expected to issue a notification soon to implement the provisions of the law.
