Goa Faces Shortage of 18 Judges Across 10 Courts, Law Minister Reveals

Goa Law Minister Aleixo Sequeira informed the legislative assembly about a significant shortage of judges in the state’s judicial system

According to a written reply presented in the House on Friday, there are currently 18 vacancies across 10 different courts, including district courts.

The minister detailed the specific shortages affecting various courts in Goa. In South Goa’s Margao, the civil and criminal courts are short of four judges, while the district and sessions court in the same town lacks three judges. Similarly, North Goa’s Panaji faces a shortage of two judges each at both its district and sessions court and its civil and criminal court. The civil and criminal court in Mapusa also requires two additional judges.

Further, there is a need for one additional judge each in the civil and criminal courts of Ponda (South Goa), Bicholim (North Goa), Vasco (South Goa), as well as in the Gram Nyayalaya courts at Sattari in Valpoi (North Goa) and Sanguem (South Goa).

The allocation of additional judges has been determined using the ‘Unit System’ based on the interim report of the National Court Management System (NCMS) Committee, following the Supreme Court’s directives.

Minister Sequeira noted that, according to Article 229 of the Constitution, the Bombay High Court is responsible for overseeing the entire process of appointing judicial officers in Goa. In his detailed reply, he assured that efforts are underway to fill the current vacancies in the judiciary.
